About NSHC

The National Silver Haired Congress is a nonpartisan body for older citizens similar in organization and employing procedures similar to those used by the United States Congress. It is made up of a maximum of 100 U.S. Silver Senators and 435 Silver Representatives from all fifty states plus voting Delegates from the District of Columbia, American Samoa, Guam, Puerto Rico and the U.S. Virgin Islands.

The purpose of the NSHC is to serve as a non-partisan advocate for Federal-level issues and concerns of importance to older citizens through education and awareness development.

The National Silver Haired Congress (NSHC) consists of a Silver Senate and a Silver House of Representatives. These two bodies are empowered with all legislative powers, duties and responsibilities.

The Silver Senate of the NSHC shall be composed of two (2) Silver Senators elected or appointed from each state. Each shall have one (1) vote and shall serve a term of four (4) years in overlapping terms. The term ends upon the regular election or appointment of a successive Silver Senator.

The Silver House of the NSHC shall be composed of the same number of Delegates as Representatives to the U.S. Congress for that state. The NSHC Silver Representatives may be elected or appointed. Each shall have one (1) vote and shall serve a term of two years. The term ends upon the regular election or appointment of a successive Silver Representative.

NSHC Delegates must be registered voters who are at least sixty (60) years old and U.S. citizens who represent their assigned states or the District of Columbia in accord with residence rules adopted by their state or district and approved by the NSHC Board of Directors. Registered voters of American Samoa, Guam, Puerto Rico and the U.S. Virgin Islands also qualify as voting Delegates. Reasonable geographic representation shall be expected from each state with a preference given to having each Congressional district represented by a resident.

The NSHC meets annually usually in late February or early March in Washington, DC, and holds its own Legislative Session with resolutions being presented for committee consideration and floor debate. Topics concern issues handled by the Federal Government and particularly those that have a direct effect on senior citizens.

After this Session closes, a Legislative Report is prepared and distributed to all members of the US Congress indicating the issues of most need to seniors across the United States. These issues are then followed up by the NSHC members with their Congressional representatives in Washington and at the local level.

A Mid-Year meeting is held usually in August at a location chosen by the membership at the Legislative Session. At this meeting, topics for resolutions are discussed and the timetable for submitting resolutions is established.
